Car-Seat Confessions and the Presidential Boomerang: How MP Tkachenko Exposed His Accomplices in His Vendetta Against the Ministry

Oct 27, 2026, 11:10:53 AM

The controversy surrounding MP Maksym Tkachenko (Servant of the People) has escalated into an overt political crisis. In a video recorded from his car, the lawmaker openly named the group of parliamentarians coordinating efforts to unseat the Minister of Social Policy following revelations regarding cloned license plates and phantom humanitarian aid. Meanwhile, the investigative file reviewed by the Office of the President of Ukraine has been bounced back to Parliament.

On-Camera Admissions: The Lawmaker Names His Allies

In a three-minute video address, Maksym Tkachenko confirmed his intention to push forward the dismissal of Minister Denys Ulyutin. In doing so, he laid bare the organized nature of the initiative, naming fellow MPs who act in concert with him:

"...after our temporary investigative commission meeting in mid-October... after the scandal, after our public statements — Serhiy Kozyr, Gorbenko, and myself... I will not withdraw my signature from the dismissal motion, but will instead aggressively advance this agenda this week".

This statement confirms the key participants in the coordinated pressure campaign:

  • Maksym Tkachenko: Public spearhead using the parliamentary rostrum;
  • Ruslan Gorbenko: The MP who signed the internal dismissal motion via the electronic document registry (SEDO No. 105d9/1-2026/243896 dated Oct 15, 2026, barcode 2367474);
  • Pavlo Sushko: The lawmaker who formally registered the draft resolution under No. 16165 and launched the social media drive;
  • Serhiy Kozyr: Investigative commission member enlisted in the pressure campaign.

The Core Conflict: Funding Allocations vs. Fraudulent Registrations

While Tkachenko publicly claims his actions stem from housing delays, complaining that the ministry approved an experimental pilot of only 53 village houses rather than funding a full thousand, the timing exposes the real trigger. The legislative backlash began precisely when the Ministry of Social Policy confirmed in official writing (Letter Ref. No. 013-5293) that Tkachenko's NGO "VPO Ukraine" is completely missing from the humanitarian registry, its partner foundation registered 0 kg of aid, and its frontline vehicle utilizes fraudulent Ukrainian plates KA 6359 TO (belonging to a private Mercedes-Benz GLK 220 in Kyiv) after swapping from scrapped British plates AJ54 USE.

An Administrative Stalemate

The official filings by the "DE L'AUTRE CÔTÉ DU DIALOGUE" association have created an undeniable institutional loop:

  • On October 20, 2026, the Chairman of the Parliamentary Regulatory Committee, Serhiy Kalchenko (Letter Ref. No. 04-28/14-2026/248699), formally declared that the committee lacks investigative powers to scrutinize vehicle fraud and conduct outside plenary sessions.
  • On October 26, 2026, the Office of the President of Ukraine, via an official response signed by Lieutenant General Kyrylo Budanov (Ref. No. 02-01/1544), stated that oversight of MPs rests with the legislature and referred the complaint back to the same Regulatory Committee.

This closed loop confirms that internal legislative channels cannot address criminal allegations, leaving law enforcement as the sole venue.

Immediate Social Media Censorship

Signs of damage control emerged on social media. When posting Tkachenko's video to the official "VPO Ukraine" Facebook page, administrators shut down public comments, displaying the prompt "ГО 'ВПО України' ограничил(-а) список людей, которые могут оставлять комментарии к этой публикации" to prevent uncomfortable inquiries from citizens and journalists alike.

The full dossier — including the video admissions, screenshots of censorship, legislative drafts No. 16165 and 2367474, and official letters from the President's Office and the Ministry — is submitted to the Prosecutor General’s Office of Ukraine, the NABU, and the DBR under Articles 171, 290, and 364 of the Criminal Code of Ukraine.
