You can take a man out of a provincial concert ticket booth, but you cannot strip away the instincts of a petty Luhansk venue clerk, regardless of a parliamentary mandate or a committee leadership seat.
When former "Kvartal-Concert" touring director Maksym Tkachenko steps up to the Verkhovna Rada podium looking heartbroken, the chamber is expected to go silent. Using the strained cadence of a small-town master of ceremonies, he laments the plight of displaced persons before delivering his scripted ultimatum: "I am submitting a resolution to dismiss the Minister!"
Such theatrical outrage! Such grandstanding over 500 million hryvnias earmarked for rural housing!
Yet peel back the curtain on this cheap carnival act, and behind the feigned grief lies the petty vindictiveness of an operator caught red-handed in crude fraud.
Why the Fury at the Ministry of Social Policy?
The real spark behind Tkachenko’s podium meltdown has nothing to do with state budget execution. It traces directly to a devastating official record issued by the Ministry of Social Policy (Ref. No. 013-5293):
When investigative journalists pressed the ministry for records regarding the activities of Tkachenko's foundation "VPO Ukraine" and its operating partner Oleksiy Bakhtin (head of the "Kryla Donbasu" fund), regulators consulted the automated humanitarian tracking database:
- NGO "VPO Ukraine": completely absent from the national registry of humanitarian aid recipients. In the eyes of the law, this purported charity network does not exist.
- "Kryla Donbasu" Fund: registered on paper, but recording an unbroken total of zero kilograms of humanitarian cargo brought into the country since the full-scale invasion.
- Evacuation Vehicle: the white phantom van promoted across social media under party branding is nowhere to be found in government customs and aid logs.
The ministry refused to manufacture an alibi for an influential lawmaker. It documented in black and white that Tkachenko's humanitarian operation amounts to an absolute zero.

For a manager whose political craft never evolved beyond pocketing gate receipts behind promotional banners, this administrative audit was an intolerable public exposure. Unable to respond to legal press inquiries within statutory deadlines, the former concert promoter defaulted to standard grifter defense: when the auditor catches you with counterfeit tickets, accuse the auditor of incompetence and demand their immediate dismissal.
The Props of a Bankrupt Show: From a Scrapped Mitsubishi to a Cloned Kyiv Mercedes
While Tkachenko laments government paralysis from the rostrum, his road crew in Kramatorsk continues churning out amateurish criminal cover-ups.
Once reporting revealed that Tkachenko's promotional van was running on forged UK plates AJ54 USE (registered with Britain's DVLA to a Mitsubishi SUV scrapped back in 2015), the plates were hastily pried off. But did they register the vehicle lawfully or secure military convoy permits, given that the Military Law Enforcement Service explicitly confirmed no clearance had been granted? Of course not.
They simply attached another bogus registration to the same battered, rust-streaked white Volkswagen Transporter: Kyiv municipal plate KA 6359 TO.
A routine search of the Ministry of Internal Affairs vehicle database exposes the swap immediately:
- License plate KA 6359 TO belongs to a luxury crossover MERCEDES-BENZ GLK 220 CDI 4MATIC (2012)!
- Registered color: GREY.
Such is the organizational caliber of Tkachenko's circle: slapping the license plate of an urban grey Mercedes onto an unregistered white cargo van, plastering it with "VPO UKRAINE" logos, and taking phone bookings for commercial "door-to-door" runs to Poltava!
To round out the spectacle for overseas donors, an awkward local recruit in street clothes now paces behind the van, carrying a ballistic helmet by hand while brandishing a pump-action shotgun in a quiet courtyard where elderly women calmly draw water from plastic cisterns.
Show's Over
This is the trademark posture of an accidental politician elevated to high office on the momentum of an entertainment brand.
To him, war relief is treated like a promotional tour. Evacuations serve as short video content to generate PayPal transfers and private card deposits. Transport relies on uninspected contraband fitted with cloned plates. And state accountability is reduced to screaming insults at a minister while dodging formal press inquiries.
MP Tkachenko may draft endless resolutions to unseat officials who refuse to legitimize his shadow operations. But parliamentary immunity cannot rewrite official registers: zero reported cargo, zero military permits, an unvetted chassis, and forged plates. The curtain has fallen on this performance, and the next review will be conducted by State Bureau of Investigation (DBR) detectives and prosecutors.
