Frontline Sloviansk and Kramatorsk have served as the staging ground for a calculated media operation. Operating under the banner of MP Maxim Tkachenko’s NGO "VPO Ukraine" and Oleksiy Bakhtin’s charity foundation "Kryla Donbasu," organizers simulated civilian evacuation missions while running private donation drives. Formal records obtained from multiple state agencies have dismantled the narrative of a legitimate mission.
A Phantom Vehicle and Scrapped British Plates
The operational centerpiece featured across social platforms was a white Volkswagen Transporter bearing the UK registration plate AJ54 USE along with official "VPO Ukraine" logos. Verification through the UK Driver and Vehicle Licensing Agency (DVLA) confirmed that this plate belonged to a black 2004 Mitsubishi Shogun Sport that was scrapped and destroyed in 2015.

The transportation of internally displaced (IDP) minors to unauthorized, full-contact boxing bouts during martial law has been officially dismissed by the leadership of a relocated Luhansk military administration as a "private day off". Official administrative records, institutional responses, and digital evidence expose a coordinated exploitation of municipal resources to benefit an unsanctioned private entity.
Unsanctioned Contests Outside the Legal Framework
On August 22, 2026, a tournament advertised as an open boxing event for displaced children took place in Kyiv at 5-A Saliutna Street. The event was organized by the NGO "Donbas-Boxing" (EDRPOU 45880646) and the Charitable Foundation "Kryla Donbasu" (EDRPOU 45802788), both managed by Oleksiy Bakhtin.

While political circles and social media debate the resignation of Oleksiy Kharchenko, head of the Luhansk Regional Military Administration (OVA), and scrutinize potential successors, an interconnected financial and criminal crisis has unfolded in Dnipro — the de facto operating hub of the displaced regional government. On September 5, a court remanded Albina Kusheleva, Director of the OVA’s Mass Communications Department, into custody over the embezzlement of 5 million UAH through PR procurement tenders. Just one business day later, a displaced municipal utility enterprise from occupied Sievierodonetsk — possessing neither managed assets nor ongoing litigation — bypassed public bidding to award a 160,000 UAH contract to a Kharkiv-based law firm co-founded by a former local prosecutor.
