En avril 2022, sous les bombardements massifs de Sievierodonetsk, la Direction de l'éducation enregistrait des achats de nourriture destinés aux civils réfugiés dans les écoles. Selon l'enquête, pour 3 350 140 UAH de vivres n'ont jamais été livrés, bien que leur réception et liquidation aient été validées sur le papier. En juillet, ce faux procès-verbal a voyagé à travers l'Ukraine via le service postal « Nova Poshta » pour recueillir les signatures de directeurs d'écoles déplacés. Quatre ans plus tard, l'affaire s'est fragmentée en procédures judiciaires distinctes : certaines classées pour prescription, le procès principal enlisé à Dnipro, et la principale accusée ayant quitté ses fonctions en août 2026 sans publication officielle.
